The year was 1999. The date: August 27th. I think most Ugandans were glued to their TV sets as we watched what was billed as the wedding of the millennium. It was the wedding of Kabaka Ronald Mwenda Mutebi II to his beautiful bride, Lady Sylvia Nagginda. Having worked with civil society in Uganda in a variety of ways, one of the things we have become keenly aware of is that everything rises and falls on leadership.
